16-2總包項(xiàng)目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)。現(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International TenderingCo., Ltd. (hereinafter referred to as “the Tendering Agent”),entrusted by Offshore Oil Engineering Co.,Ltd.
(hereinafter referred toas “Tenderee”), intends to purchase the Goods and the relevant services requiredunder the project of LH16-2 EPC
Project by InternationalCompetitive Bidding. The Bidders are kindly requested to provide the followingGoods and services with sealed bids.

2. 對投標(biāo)人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualificationof Bidder
A．投標(biāo)人提供空壓機(jī)制造商有效的ISO9001質(zhì)量體系認(rèn)證證書復(fù)印件；
The biddershall provide a copy of the air compressor manufacturer's valid ISO9001 qualitysystem certificate;
B．如果投標(biāo)人為代理商，投標(biāo)人應(yīng)得到所投貨物制造商同意其在中國為本次投標(biāo)提供該貨物的合法正式授權(quán)書。
If the bidder is an agent, thebidder shall obtain the legal formal authorization which the goods for thistender in China.
C. 投標(biāo)人提供制造商有效的電氣設(shè)備防護(hù)證書復(fù)印件。
The bidder shall provide a copyof the manufacturer's valid electrical equipment protection certificate.
D. 空壓機(jī)橇應(yīng)為船用或海洋平臺用型式，并且應(yīng)由投標(biāo)人完成檢驗(yàn)、測試，承諾取得經(jīng)由海洋石油作業(yè)安全辦公室
（COOOSO）授權(quán)、認(rèn)可的任一船級社頒發(fā)的檢驗(yàn)證書。這些船級社有： ABS、DNV、BV、Lloyd's或CCS。
The Air Compressor Skid shallbe marine or offshore platform style, and the bidder shall promise to provideat his own cost arrange
inspection and obtainfinal certificate of the skid from one of the certifying agencies authorized byCOOOSO, such as ABS、DNV
、BV、Lloyd's或CCS.
（2）業(yè)績要求（以招標(biāo)公告為準(zhǔn)）：
Performance requirements（Subject to tender notice）：
2015年8月1日前（簽訂合同日期）制造商具有至少2個不同項(xiàng)目空壓機(jī)橇銷售和運(yùn)行業(yè)績。每個項(xiàng)目均在海洋環(huán)境
（海洋環(huán)境指海洋固定平臺或FPSO）且滿足安裝于室外、額定排量≥500 Sm3/h、額定排氣壓力≥1.0MPaG技術(shù)要
求的空壓機(jī)橇銷售和運(yùn)行業(yè)績。
The manufacturer has at least 2different projects of the air compressor skid sales and operation achievementsbefore August 1,
2015 (the date of signing thecontract).Each project should be in the Marine environment (Marine environmentrefers to Marine
fixed platform or FPSO)and meet the technical requirements of outdoor installation, rated capacity≥ 500 Sm3/hand rated
discharge pressure≥1.0MPaG.
投標(biāo)人同時提交每個項(xiàng)目的相關(guān)業(yè)績證明文件需要包括以下三條：
The bidder shall submit thefollowing three supporting documents for each project at the same time：
1.銷售業(yè)績證明文件：提供合同復(fù)印件，體現(xiàn)項(xiàng)目名稱、合同簽署時間、貨物名稱、使用環(huán)境、空壓機(jī)額定排量和
額定排氣壓力等內(nèi)容；
Documentation of salesperformance：Providea copy of the contract, reflecting the name of the project, the date of signingthe
contract, the name of thegoods, the environment for use, rated capacity and rated discharge pressure,etc.;
2.運(yùn)行業(yè)績證明文件：提供設(shè)備調(diào)試報(bào)告、臨時接收證書、最終接收證書、用戶使用證明或第三方證書等之一；
Documentation of operationachievements：Provide one of these document: equipment debugging report, temporaryreceiving
certificate, final receivingcertificate ,user use certificate or third party certificate, etc.;
3.安裝于室外的證明文件：提供空壓機(jī)的控制盤和電機(jī)IP56的防護(hù)證書。
Documentation of outdoorinstallation：Provide air compressor control panel and motorIP56 protectioncertificate.
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法驗(yàn)證項(xiàng)目名稱、合同簽署時間、貨物名稱、使用環(huán)境、
空壓機(jī)額定排量和額定排氣壓力、運(yùn)行時間、安裝于室外，均視為無效業(yè)績；
No performance documentation was submittedor the provided performance documentation cannot verify the project name,
contract signing time, goods name,the environment for use，rated capacity and rated discharge pressure, operation time,
the requirements of outdoor installation,all shall be deemed as invalid performance;
如果投標(biāo)人為代理商，投標(biāo)人額外提供與制造商簽訂的至少2份空壓機(jī)代理合同。
If the bidder is an agent, thebidder shall provide at least 2 air compressor agency contracts with themanufacturer extra.
3. 有興趣的投標(biāo)人可通過以下方式獲取招標(biāo)文件：從2018年11月28日開始至2018年12月5日止，請登錄中國海
洋石油總公司采辦業(yè)務(wù)管理與交易系統(tǒng)（https://buy.cnooc.com.cn）的招標(biāo)公告頁面進(jìn)行購買。首次登錄必須先進(jìn)
行注冊（免費(fèi)），注冊成功后，方可購買招標(biāo)文件。購買過程必須全程在線操作，線下形式的匯款將不予接受。
標(biāo)書費(fèi)支付成功后，投標(biāo)人可自行下載招標(biāo)文件。招標(biāo)文件每套售價為2000元人民幣或350美元，售后不退。
如未在系統(tǒng)中購買招標(biāo)文件，不可參加投標(biāo)。

Dec.5,2018.For the first time of login, aregistration (free of charge) is needed and only after successful registration,Bidder can purchase
Bidding documents online. The wholepurchasing process must be operated online and offline payment will not beaccepted. After
successful payment of RMB 2000.00 or USD350.00 for each copy of Bidding Documents which is non-refundable, Bidder may
download the Bidding Documents. Bidderfails to purchase Bidding Documents online is not eligible to bid.
4. 投標(biāo)文件遞交截止時間和地點(diǎn)：所有投標(biāo)文件都應(yīng)附有按規(guī)定提交的投標(biāo)保證金，并于2018年12月19日上午9:30
